Amendment 3 and the Lake Nona Tax Bill: Which Lines Move and Which Stay Put

October 22, 2026

Voters decide Amendment 3 on Tuesday, November 3. If 60% approve it, the homestead exemption that applies to non-school taxes rises to $150,000 in 2027 and $250,000 in 2028. On a Lake Nona tax bill, that exemption reaches only some of the lines.

For a family weighing a Lake Nona move, two details matter more than the exemption figure. The first is the date you became a Florida resident. The second is the per-lot assessment from the improvement district your street sits in, because the amendment doesn't touch it.

The date that sorts buyers into two groups

The official ballot text published by the Florida Division of Elections adds a new rule for owners "who had not maintained a permanent residence in this state as of December 31, 2026." Those homeowners get $50,000 off non-school levies and $25,000 off school levies. The larger exemption starts only "beginning with the fifth year of exemption." The ballot summary says newcomers get the higher amount from their fifth exemption year "to the extent permitted by the U.S. Constitution."

The test is Florida residency. Your Lake Nona closing date doesn't decide it. A household that moves from Tampa to Laureate Park in 2027 has already lived in Florida. A household relocating from out of state for a Medical City job in 2027 has not. Here is how the rule plays out for an out-of-state buyer who homesteads in 2027:

  1. Exemption years one through four. The non-school exemption is $50,000. That amount is adjusted for inflation beginning January 1, 2028.
  2. Year five onward. The exemption rises to the full amount, which is $250,000 with an inflation adjustment that starts January 1, 2029.
  3. From January 1, 2030. A county or city may shorten the five-year wait to meet a critical local need, but only by a two-thirds vote of its governing body.

The gap is easy to estimate for a Lake Nona home inside Orlando city limits. The City of Orlando lists its millage rate as 6.650 mills, or $6.65 per $1,000 of taxable value, on its property tax page. Once the $250,000 tier applies in 2028, a newcomer's taxable value for non-school levies is $200,000 higher than a longtime resident's. On the city line alone, that's about $1,330 a year. The county, library and water management district levies are also non-school levies, so the full difference on the bill is larger. Two similar homes on the same street could carry noticeably different bills until the newer owner reaches year five.

What the exemption reaches on a Lake Nona bill

The exemption covers "all levies other than school district levies." The school exemption stays at $25,000. That leaves out a large share of the bill. Orange County Public Schools adopted a 2026-27 millage rate of 6.343, ClickOrlando reported on September 8, 2026. That rate is close to the city's own 6.650 mills, and the larger exemption doesn't reduce it.

Orange County describes today's homestead exemption as typically $50,000. For an owner who qualifies for the full benefit, moving to $150,000 in 2027 removes another $100,000 from the non-school tax base. On the city's rate, that's about $665. In 2028 the extra amount doubles. These are real reductions. They apply to roughly half of the ad valorem bill, and in most Lake Nona neighborhoods the ad valorem taxes aren't the whole bill.

The line items no exemption touches

The amendment exempts homesteads "except assessments for special benefits." Florida's community development district statute treats benefit, maintenance and special assessments as non-ad valorem assessments. The Orange County Property Appraiser states that owners still owe non-ad valorem taxes after a homestead or other exemption. The Tax Collector explains that these charges are set per unit, not by value.

In Lake Nona, the per-unit charges come from improvement districts. Each has adopted a fiscal 2027 schedule. The figures below are gross amounts from those schedules:

The Poitras East figures are operations and maintenance only. The district says on its website that it collects both O&M and bond debt service on the Orange County tax bill.

The district boundaries help explain the table. A December 2024 public facilities report from Myrtle Creek lists The Gatherings, Laureate Park townhomes and duplexes, and Heroes Community Park in Greeneway's program. It lists VillageWalk at Lake Nona, the VillageWalk Enclave phases and Lake Nona Watermark Phase 1 in Myrtle Creek's. Laureate Park also appears on the Poitras East schedule, so one neighborhood name can span more than one district. The parcel record is the only reliable way to see which district charges a particular address.

Why the debt line decides how much the vote changes your bill

Compare the two kinds of numbers. On a Greeneway 50-foot lot, the district charge for fiscal 2027 is $1,272.43, and $950.20 of that is debt service. That's almost twice the $665 that the 2027 exemption increase would take off the city portion of a qualifying homestead's bill. The exemption doesn't touch the district charge at all.

A smaller ad valorem bill makes the fixed charges a bigger share of what's left. The more of a home's tax bill that comes from district debt service, the less of the bill the amendment can reduce. The Myrtle Creek schedule shows how wide that range is in Lake Nona. Its "Village Walk at Lake Nona" line carries $352.51 in O&M with no debt component. Its estate-home class carries $1,509.93 in debt service alone. When you compare two Lake Nona neighborhoods after the vote, the improvement district line on each tax bill matters as much as the exemption.

Investors and second homes see a different change

Rental and second-home owners don't get a homestead exemption. Amendment 3 changes their bills through the annual cap on assessed value instead. For non-homestead residential property of nine units or fewer, the cap would fall from 10% to 5% beginning January 1, 2027. It applies to every levy except school district levies. An investor buying a Lake Nona rental would still pay school taxes under the current cap and the same per-lot district charges as an owner-occupant.

How local budgets enter the picture

Orange County estimates its property tax revenue would drop by $165 million in 2027 and $275 million in 2028 if the amendment passes. Florida TaxWatch estimates $2.8251 billion for all Orange County local governments combined from FY 2027-28 through FY 2031-32.

Florida Politics reported in July that county officials named fire response, transit, mosquito control, public works and social services as areas that could be affected. Mayor Jerry Demings said the county wanted to explain the possible effects, and no policy changes had been made ahead of the vote. WFTV reported that Sheriff John Mina said his office was factoring the amendment into its budget planning.

The amendment also limits how counties and cities may spend property tax revenue to listed categories. These include public safety, education, infrastructure, natural resources, bond debt, employee retirement benefits, and operations and administration.

The election result won't be known until November 3. If the measure passes, its first effect shows up on the 2027 tax roll. This post is general information, not legal, tax or financial advice. Confirm how the rules apply to your own residency and parcel with a qualified tax professional or the Orange County Property Appraiser.
